With the backdrop of the North Korea holding Chinese fishermen for ransom at gun point (here),  The State Oceanic Administration (SOA) commissioned one of its largest "Coast Guard" cutters to date for strengthen "jurisdiction rights and law enforcement capabilities" in the Yellow Sea.
